As per the Office Memorandum No. F.No.12/2/2023-JCA, the following holidays are compulsory for all administrative offices of the Central Government located in Delhi/New Delhi (For more details click doptcirculars.nic.in):

Employees are allowed to choose any two holidays from the list of restricted holidays provided in Annexure-II. Popular restricted holidays include:

State-Wise Government Holidays 2025

Each state has its own set of public holidays based on local festivals and traditions. Central Government offices located outside Delhi/New Delhi are advised to follow the holiday schedule set by their respective Central Government Employees Welfare Coordination Committees.

Bank Holidays 2025

Bank holidays are regulated by the Department of Financial Services, Ministry of Finance. These include national holidays as well as state-specific holidays.

  1. No Substitute Holiday: If a festival falls on a weekly off or non-working day, or if multiple festivals fall on the same day, no substitute holiday will be allowed.
  2. Restricted Holidays: The list of restricted holidays (Annexure II) is for Central Government offices in Delhi/New Delhi. State Capitals’ Coordination Committees may create separate lists based on local significance, but the 9 remaining occasions after selecting 3 variable holidays must also be included.
  3. Changes in Holiday Dates:
    • For Delhi/New Delhi, the Ministry of Personnel, Public Grievances and Pensions will declare changes in the dates for festivals like Idu’l Fitr, Idu’l Zuha, Muharram, and Id-e-Milad based on moon sightings and confirmation from the Delhi Police.
    • Outside Delhi/New Delhi, State-level Coordination Committees can change holiday dates for the same festivals as per State Government decisions.
    • Any changes may be announced through media and should be followed immediately without waiting for formal orders.
  4. Diwali 2025: Diwali falls on Monday, October 20, 2025. In some States, it is celebrated the day before as “Naraka Chaturdasi Day.” Central Government offices in such States can observe Diwali on this day if it’s declared as a compulsory holiday by the State Government.
  5. Holidays for Central Government Organizations: These organizations can observe up to 16 holidays, including three national holidays (Republic Day, Independence Day, and Gandhi Jayanti). The remaining holidays can be selected by the organization itself, following the rules in Section 3.2.
